Happy Birthday CIDCO – News With Chai

he City and Industrial Development Corporation Limited of Maharashtra was incorporated as a Company under the Indian Companies Act of 1956 on March 17, 1970. This year CIDCO will complete 50 years on March 17 and enter its golden jubilee year as India’s richest government authority.
Raigad Observer was the first to celebrate the birthday of CIDCO in its 23rd year on March 17, 1993 by organizing the first Art & Photo Exhibition (APE’93) – ‘Portraits of Momentum’ displaying portraits, of 60 people from various walks of life who gave momentum to the growth and development of the new city,deftly sketched by the then 17 years old Aditya Chari, the grandson of India’s legendary artist (oil painting) late S.M.Pandit and an accomplished commercial artist today.

CIDCO’s planning and development journey during these 50 years include the planning and development of the 21st century city – Navi Mumbai, Panvel and Uran in the Navi Mumbai project area that catapulted CIDCO into the position of India’s premier town planning agency, and new town projects that include New Aurangabad, New Nasik, New Nanded, Waluj Mahanagar, Meghdoot- New Nagpur, Chikaldhara Hill Station, Latur Fringe Area, Jalna New Town and Aurangabad Fringe Area, as also executing large infrastructure projects like Navi Mumbai International Airport, Navi Mumbai Metro, India’s first smart city, Sewage Treatment Plants, NAINA (Navi Mumbai Airport Influence Notified Area), JNPT Port(largest container port in India), TTC (Trans Thane Creek) MIDC and Navi Mumbai Special Economic Zone, apart from planning Oras, the capital of Sindhudurg district in Maharashtra and New Raipur, the new capital of Chattisgarh.

PAPs To Protest
The Project Affected People in 95 villages of Navi Mumbai have organized a protest march to Mantralaya on CIDCO’s 50th birthday to demand the payment of pending compensation dues, regularization of homes built in village areas out of necessity of natural growth (they were denied the due 200 meters extension around the village every 10 years), employment for members of the PAP families and above all disbanding of CIDCO functions under the jurisdiction of Navi Mumbai Municipal Corporation and Panvel City Municipal Corporation.

CIDCO, it must be pointed out, failed to plan and develop the villages, before developing urban centers around these villages. This has led to a big divide in the development equations of the region. The villagers are angry at this step-motherly treatment to the village regions. However NMMC and PCMC are filling the void created by CIDCO in the villages, though much, still needs to be done for the Common PAPs.

Even landowners of 17 villages, whose lands have been acquired for the Navi Mumbai International Airport project and those in NAINA have decided to join the protest to demand more returnable land and lower betterment charges in the deal offered by CIDCO for development of PAP’s plots in NAINA..CIDCO sources allege that builders are instigating these villagers, who have been offered a unique, unprecedented offer in the country that will greatly enhance the value of the property offered to them without the hassles of developing the land and the infrastructure around.
The CIDCO Board of Directors have time and again appeased the PAP leaders in the region with bounties of land parcels and other favouritisms that caused these leaders to underplay the genuine long pending demands of the PAPs that keeps the heat of disgruntlement simmering in them.
